簡要規格描述或項目基本概況介紹、用途：根據《上海市生態環境局上海市規劃和自然資源局關于印發<上海市建設用地土壤污染狀況調查、風險評估、風險管控和修復、效果評估等工作的若干規定>的通知》（滬環規〔2021〕4）相關要求，現擬完成60個項目的土地污染狀況調查、風險評估、效果評估等評審和技術評估報告編制工作。包含現場踏勘、編制技術評估報告、組織報告評審、項目歸檔等。參加本次投標的投標人，可對一個包件進行投標，也可對多個包件同時進行投標，但同一投標人針對包件1和包件2只能中標一個包件。（具體詳見第三章服務需求書）
Brief specification description or basic overview of the project: According to the relevant requirements of the "Notice of the Shanghai Municipal Bureau of Ecology and Environment and the Shanghai Municipal Bureau of Planning and Natural Resources on the Issuance of Several Provisions on the Investigation, Risk Assessment, Risk Control and Restoration, and Effect Evaluation of Soil Pollution Status on Construction Land in Shanghai" (Shanghai Environmental Protection Regulations [2021] 4), it is now planned to complete the review and technical evaluation report preparation of land pollution status investigation, risk assessment, effect assessment, etc. for 60 projects. Including on-site survey, preparation of technical evaluation report, organization of report review, project archiving, etc. Bidders participating in this bidding can bid for one package or multiple packages simultaneously, but the same bidder can only win one package for Package 1 and Package 2. (Please refer to Chapter 3 Service Requirements for details)

簡要規格描述或項目基本概況介紹、用途：按照《上海市生態環境局關于開展本市建設用地土壤污染狀況初步調查監督檢查工作的通知》（滬環土〔2022〕235號文）文件要求，對企業用地調查確定的潛在高風險地塊，或者曾經列入土壤污染重點監管單位的地塊用途擬變更為住宅、公共管理與公共服務用地的，或者規劃用途不明確的地塊。開展包括采樣分析工作計劃環節、現場采樣環節和實驗室檢測分析環節等質量控制抽查工作，抽查比例不低于20%。具體以采購人要求為準。參加本次投標的投標人，可對一個包件進行投標，也可對多個包件同時進行投標，中得包件1或包件2中的中標單位仍可中標包件3。
Brief specification description or basic overview of the project: According to the "Notice of the Shanghai Municipal Ecology and Environment Bureau on Conducting Preliminary Investigation, Supervision and Inspection of Soil Pollution Status on Construction Land in the City" (Hu Huan Tu [2022] No. 235), potential high-risk land parcels identified through enterprise land investigation, or land parcels that were previously listed as key soil pollution supervision units are planned to be changed to residential, public management and public service land, or land parcels with unclear planning purposes. Carry out quality control spot checks including sampling and analysis work planning, on-site sampling, and laboratory testing and analysis, with a spot check ratio of no less than 20%. The specific requirements of the purchaser shall prevail. Bidders participating in this bidding can bid for one package or multiple packages simultaneously. The winning bidder for package 1 or package 2 can still win package 3.
合同履約期限：合同簽訂之日起至2026年12月31日。

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目標項一、標項二、標項三專門面向中小企業采購，評審時中小企業均不執行價格折扣優惠；（2）殘疾人福利性單位，并將其視同小微型企業。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: Objective items 1, 2, and 3 of this project are specifically targeted towards small and medium-sized enterprises for procurement, and during the evaluation process, small and medium-sized enterprises are not eligible for price discounts; (2) Welfare units for disabled people and treat them as small and micro enterprises.
