簡要規格描述或項目基本概況介紹、用途：本項目包1的主要工作內容：運用低空無人機高分辨率巡查技術手段，對全域土地利用狀態實施全天候監測。監測范圍覆蓋耕地“非農化”“非糧化”、建設用地擴張、違法建設、土地用途變更等全類型土地利用變化場景，同步建立標準化管理審批數據清洗機制，通過大數據分析與人工智能算法，實現土地利用動態變化的智能識別、精準預警和快速響應。參加本次投標的投標人，可對一個包件進行投標，也可對多個包件同時進行投標，但每個投標人只能中標一個包件。最高限價：2,398,289.52元，其中數據比對服務249,000.00元，巡飛數據成圖856,529.52元，巡飛數據監測1,292,760.00元。（具體詳見第三章采購需求書）
Brief specification description or basic overview of the project: The main work content of Package 1 of this project: Utilizing low-altitude unmanned aerial vehicle (UAV) high-resolution inspection technology to conduct all-weather monitoring of the land use status throughout the entire area. The monitoring scope covers all types of land use change scenarios such as the "non-agriculturalization" and "non-grainization" of cultivated land, expansion of construction land, illegal construction, and changes in land use. At the same time, a standardized management approval data cleaning mechanism is established. Through big data analysis and artificial intelligence algorithms, intelligent identification, precise early warning and rapid response to dynamic changes in land use are achieved. Brief specification description or basic overview of the project: The main work content of Package 2 of this project: Based on the dual demands of safety protection in the no-fly zone and supervision of cultivated land resources, monitoring equipment is mounted on the high-altitude point resources of the iron tower to achieve 7×24h all-weather real-time monitoring of some areas in the 202 cultivated land protection space within the no-fly zone. Bidders participating in this tender may bid for one package or multiple packages simultaneously, but each bidder can only win one package. The maximum limit price is 600,000.00 yuan, including 115,200.00 yuan for dedicated line transmission service and 484,800.00 yuan for data storage and operation and maintenance. (For details, please refer to Chapter Three of the Procurement Requirements Document.

(b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises for procurement. During the review process, products from small and micro enterprises will enjoy a price discount of (Package 1:10; Package 2:10;) %. (2) Welfare units for the disabled, and they are regarded as small and micro enterprises. The industry to which the small and medium-sized enterprises in this project belong is other unspecified industries.
(c)本項目的特定資格要求：1、須具備自然資源主管部門依法頒發的《測繪資質證書》，資質等級須為乙級及其以上，業務范圍包括測繪航空攝影專業（此條僅適用于包件1）；
2、本項目不允許轉包、違法分包。
(c)Specific qualification requirements for this program: 1. It is necessary to possess the "Surveying and Mapping Qualification Certificate" issued by the natural resources authority in accordance with the law, with a qualification level of Grade B or above. The business scope should include the professional field of aerial photography for surveying and mapping (this only applies to Package 1). 2. Subcontracting and illegal subcontracting are not allowed for this project.
