簡要規(guī)格描述或項目基本概況介紹、用途：依據(jù)《中華人民共和國土地管理法》、《土地調(diào)查條例》、《自然資源部辦公廳 國家林業(yè)和草原局辦公室關(guān)于開展2025年度全國國土變更調(diào)查及森林草原濕地荒漠調(diào)查監(jiān)測工作的通知》（自然資辦發(fā)〔2025〕33號）及關(guān)于印發(fā)《上海市2025年度全國國土變更調(diào)查實施方案》《上海市2025年度森林濕地調(diào)查監(jiān)測實施方案》的通知（滬規(guī)劃資源調(diào)[2025]455號）等文件要求，為準(zhǔn)確掌握2025年度全市國土利用變化情況，結(jié)合本市實際情況，本項目擬選擇一家合適的單位提供2025年度本轄區(qū)內(nèi)國土變更外業(yè)調(diào)查服務(wù)，組織本轄區(qū)內(nèi)的年度變更調(diào)查工作；組織區(qū)相關(guān)部門及調(diào)查隊伍，開展日常變更調(diào)查、業(yè)務(wù)沉淀成果的現(xiàn)勢性評價，完成調(diào)查舉證和區(qū)級檢查工作；組織區(qū)級管理、監(jiān)測、執(zhí)法協(xié)同工作小組開展年度變更調(diào)查圖斑的協(xié)同管理和處置工作；開展建庫工作；組織實施國家級核查整改等。本項目共設(shè)2個包件，同一投標(biāo)人可對一個包件進行投標(biāo)，也可對多個包件同時進行投標(biāo)，同一投標(biāo)人允許最多中標(biāo)1個包件。（具體詳見第三章服務(wù)需求書）

合同履約期限：合同簽訂后九個月內(nèi)交付最終成果資料（最終以采購人要求時間節(jié)點為準(zhǔn)）。
The Contract Period: Deliver the final achievement data within nine months after the contract is signed (the final date is subject to the time node required by the purchaser).
本項目（否）接受聯(lián)合體投標(biāo)。

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目不是專門面向中小企業(yè)采購，評審時小型和微型企業(yè)享受10%的價格折扣優(yōu)惠。（2）殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprises: this project is not specifically for small and medium-sized enterprises to purchase, and small and micro enterprises enjoy 10% price discount when evaluating. (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本項目的特定資格要求：（3）包件1的投標(biāo)人須具有乙級及以上測繪資質(zhì)證書（專業(yè)類別包括界線與不動產(chǎn)測繪）；
（4）本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program: (3) The bidder of Package 1 must have Grade B or above surveying and mapping qualification certificate (professional category includes boundary and real estate surveying and mapping); (4) Subcontracting is not allowed for this project.
(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
