簡要規格描述或項目基本概況介紹、用途：本項目擬通過公開招標的方式選擇一家合格的供應商為上海市浦東新區6個開發區總工會、委辦局及其他單位提供基層工會組織建設、維權保障、宣教文體活動等相關工作，并配合做好職業化工會工作者的招聘錄用、在崗培訓、薪酬管理、績效考核、職務晉升、合同管理等服務。所需人員數量根據各總工會、委辦局及其他單位實際需求計算。本項目一次招標三年有效，合同簽訂采用一年一簽，年度考核合格后進行合同續簽。本次投標報價所涵蓋的服務期限為2026年01月01日起至2026年12月31日。本次采購工作完成前由原服務單位繼續履行服務，在此期間所產生的服務費，待項目采購完成后由中標人按實際服務結算支付給原服務單位相應的服務費用。（具體詳見第三章服務需求書）
Brief specification description or basic overview of the project: This project intends to select a qualified supplier through an open tender process to provide services related to the establishment of grassroots trade union organizations, protection and guarantee of rights, publicity, education, cultural and sports activities, etc. for the 6 development zones' trade union committees, departments and other units in Pudong New Area of Shanghai. It will also cooperate in conducting recruitment and employment of professional trade union workers, on-the-job training, salary management, performance assessment, promotion of positions, contract management, etc. The number of personnel required will be calculated based on the actual needs of each trade union committee, department and other units. This project will be tendered once and valid for three years. The contract will be signed on an annual basis, and it will be renewed after passing the annual assessment (for details, please refer to Chapter 3 Service Requirements).
合同履約期限：本項目一次招標三年有效，合同簽訂采用一年一簽，年度考核合格后進行合同續簽。本次投標報價所涵蓋的服務期限為2026年01月01日起至2026年12月31日。
The Contract Period: This project is subject to a one-time bidding with a validity period of three years. The contract is signed on an annual basis, and it will be renewed upon successful annual assessment. The service period covered by this tender offer is from January 1, 2026 to December 31, 2026.

(b)落實政府采購政策需滿足的資格要求：（1）本項目不是專門面向中小企業采購，評審時小型和微型企業產品享受10%的價格折扣。（2）殘疾人福利性單位，并將其視同小微型企業。
(b)Qualification requirements to be met to implement government procurement policies: (1) This project is not specifically designed for procurement by small and medium-sized enterprises. During the evaluation process, products from small and micro enterprises will enjoy a 10% price discount.
(2) Welfare-based units for the disabled, and they will be regarded as small and micro enterprises.
(c)本項目的特定資格要求：3.本項目不允許轉包。

(i)符合《中華人民共和國政府采購法》第二十二條的規定；

(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
