簡要規格描述或項目基本概況介紹、用途：為切實改善困境未成年人的居住環境，計劃對浦東新區50戶困境未成年人家庭居室進行微改造。在維持困境未成年人居住現狀建設格局基本不變的前提下，通過對居室進行局部拆建、建筑物功能置換、保留修繕，對建筑物的內表面以及空間進行修飾處理，提升使用功能以及改善居住條件，并配備定制學習生活用品。具體包括但不限于以下事項：1）對未成年人居室進行改造前居室條件檢查；2）方案設計及優化、深化設計及概算、施工圖設計及施工過程的現場配合等后續設計服務，并提供施工現場配套服務；3）建立微改造項目建材庫；4）按照工程設計圖紙和施工技術標準施工，保潔達到進駐使用水平；5）保障現場施工作業安全，落實安全生產規章制度和操作規程；6）配合質量安全巡查機構、空氣檢測機構開展相關工作，落實質量安全隱患整改工作；7）落實交付后的質量保修責任（2年）；8）配合項目審價、審計等工作。（具體工程內容詳見第五章發包人要求）
Brief specification description or basic overview of the project: In order to effectively improve the living conditions of disadvantaged minors, a plan has been made to carry out minor renovations on 50 households of disadvantaged minors in Pudong New Area. Under the premise of maintaining the basic construction layout of the residences of disadvantaged minors unchanged, through partial demolition and reconstruction of the rooms, replacement of building functions, preservation and repair, as well as modification of the internal surfaces and spaces of the buildings, the usage functions and living conditions will be enhanced, and customized learning and living supplies will be provided. (See the bidding document)
合同履約期限：從簽訂合同之日開始至完成竣工驗收，共143日歷天（含設計周期）。
The Contract Period: From the date of signing the contract until the completion of the final acceptance inspection, a total of 143 calendar days (including the design period) have elapsed.
本項目（是）接受聯合體投標。

(a)滿足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）扶持中小企業政策：本項目（□是■不是）專門面向中小企業采購，評審時小型和微型企業享受3%的價格扣除優惠。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。投標人須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策；（4）購買國貨政策：本項目（□接受■不接受）進口產品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Policy for Supporting Small and Medium-sized Enterprises: This project (□ is ■ not) is specifically designed for procurement by small and medium-sized enterprises. During the evaluation process, small and micro enterprises enjoy a 3% price deduction discount. (2) Support for prison enterprises and welfare-based units for the disabled, and treat them as small and medium-sized enterprises; (See the bidding document)
(c)本項目的特定資格要求：（1）設計資質要求：具備建筑裝飾工程專項丙級及其以上設計資質；
（2）施工資質要求：具備建筑裝修裝飾工程專業承包二級及以上資質；
（3）設計項目負責人：具有二級及其以上注冊建筑師資格；
（4）施工項目負責人：具有建筑工程專業二級及其以上注冊建造師資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人；
（5）項目總負責人：要求為施工項目負責人。
（6）本項目不允許轉包；
（7）本次招標接受聯合體投標。當采用聯合體投標時，必須以施工單位為聯合體牽頭人，由牽頭人進行網上招投標流程操作。
(c)Specific qualification requirements for this program: (1) Design qualification requirements: Possessing Class C or above special design qualifications for architectural decoration projects;
(2) Construction qualification requirements: Having Grade II or above professional contracting qualifications for architectural decoration and renovation projects;
(3) Design project leader: Having Grade II or above registered architect qualification;
(4) Construction project leader: Having Grade II or above registered construction engineer qualification in architectural engineering, possessing a valid safety production assessment qualification certificate, and not serving as the project leader of other ongoing construction projects;
(5) Project general leader: Required to be the construction project leader.
(6) This project is not allowed to be subcontracted;
(7) This tender accepts consortium bids. (See the tender document for details)
